Religious groups warned it could lead to preachers being prosecuted for emotionally expressing their firmly-held beliefs and will restrict freedom of speech.

They said gay rights were being given priority over Christian values and that believers felt under threat.

Ministers insisted any new law is aimed at extremists, and that people would not be prosecuted merely for expressing an opinion.

In August, Dom Anthony Sutch, a Benedictine monk, announced that he would hear eco-confessions of sins against the environment at the Waveney Greenpeace festival, in a confessional booth carefully constructed from recycled materials. * 93% of people would help if someone had collapsed in the street

* 61% would try to intervene if they saw two children fighting

* 32% said they would get involved if they saw teenagers spraying graffiti

* 24% would say something if someone was talking too loudly on a mobile phone while on a bus or train

The survey also compared attitudes between generations.
